Delivering new homes in Barnoldswick

Welcome to the consultation website for Muller Property Groups proposals for new homes on land at Fernbank Mill, Barnoldswick.

Ahead of submitting an outline planning application to Pendle Borough Council, we  launched a pre-application public consultation on our plans. The consultation ran from Friday 28th June 2024 until Friday 30th August 2024.

The outline planning application has now been submitted to Pendle Borough Council. You can view the application documents and submit your comments to the Council using the reference number 25/0144/OUT

This is the first stage of our public consultation
on the proposed future development at Fernbank.

The site was originally acquired by Hope Technology in 2014. At that point in time the business was evaluating its plans for expansion, but since then it has made significant investment in modernisation of its manufacturing, warehousing and office complex at Calf Mill in the centre of Barnoldswick. 

Over the last ten years this 5.7 acre brownfield site has been unoccupied following the demolition of Fernbank Mill, once a building with a real sense of place, and community to those who worked in, live at and visited. As with many mills of that Victorian era, they became unfit for modern industrial practices and were costly and inefficient to operate. 

The site is located within the defined settlement boundary of the town, and is in a highly sustainable position, within easy walking distance of the town centre. 

Looking forward, Hope Technology’s development partner Muller Property Group is planning to add that sense of community back to the site through the addition of new homes, to broaden and deepen the existing residential offering within Barnoldswick.

These proposals will: 

  • Provide up to 90 new homes, bringing a mix of housing types to cater for people at all stages of life
  • Meet the housing needs of those who already live and work in the local area and those who wish to live in Barnoldswick.
  • Support and deliver new amenities to Barnoldswick, to enhance the historic mill town
  • Strengthen the wider local economy to boost activity in high streets and support local jobs and businesses

Taken together these proposals will make a positive addition to the economic future of Barnoldswick, create new employment and business development opportunities and help deliver much needed new homes in the area.
